8(a) Contracts Worth $6 Billion-Plus Annually Contracts awarded by the Federal Government to certified participants in the SBA's 8(a) Business Development Program totaled some $6.3 billion, according to a recent report to Congress by the SBA's Office of Minority Business Development. The 27,602 contracts awarded to 8(a)-certified firms had an average value of $228,576, the report said. Although there were only 6,183 businesses certified by the SBA for eligibility in the 8(a) Program in FY 1997, the SBA has recently broadened its criteria for certification to allow more women and non-minority firms to become eligible to participate in the lucrative government market. The 8(a) Program, initiated 30 years ago, allows certified participants to pursue Federal government contracts that have been reserved for award to firms that can demonstrate that they are at a social and economical disadvantage in the marketplace. The growth and profits to be gained through the 8(a) Program are enormous.
