Search Definitions

Agency - An organizational element of a federal or state government that generally depicts a functional department of the government.  A typical federal government agency is The Department of Transportation, Housing and Urban Development or NASA. Major or super agencies, such as the Department of Defense, may define an agency or one of its major sub-organizations, such as the Air Force, Army, Navy, etc.

Example Search Criteria: Air Force


Procurement Type- An organizational sub-element of a federal or state government that generally depicts a functional department of the government. Typical sub-agencies are prevalent in major agencies, such as Defense or Transportation. In the case of Defense, a sub agency might well be a command (e.g. The Air Force Material Command sub agency of the Air Force agency or the Federal Aviation Administration sub agency of the Department of Transportation).

Example Search Criteria: Services

Not all agencies will be searchable with this parameter.


Buying Activity- An organizational sub-element of a federal or state government that generally depicts a functional department of the government. Typical sub-agencies are prevalent in major agencies, such as Defense or Transportation. Contracting Base- An organizational sub-element of a federal or state government that generally depicts a functional department of the government. Typical sub-agencies are prevalent in major agencies, such as Defense or Transportation. In the case of Defense, a sub agency might well be a command (e.g. The Air Force Material Command sub agency of the Air Force agency or the Federal Aviation Administration sub agency of the Department of Transportation).

Example Search Criteria: Andrews Air Force Base

Not all agencies will be searchable with this parameter.


Solicitation Type - The various methods to be used to limit or not limit the category of bidders as permitted by the Federal Acquisition Regulations. Solicitation types can include Full and Open Competition, Small Business Set-Aside, 8(a), Sole Source and others.

Example Search Criteria: Full and Open Competition


State - The state or territory in which the specific contract opportunity will exist.

Example Search Criteria: MD(Maryland)

Not all agencies will be searchable with this parameter. If State equals "Not Defined" then not enough information was provied by the agency to determine this parameter.


NAICS Code - The North American Industrial Classification System. It replaces the Standard Industrial Classification (SIC) system. It provides a better way to classify individual businesses. An NAIC code is a six digit number. The first two digits define the section (e.g. 51 - Information). The third digit defines the sub section (e.g. 513 - Broadcasting and Telecommunication). The fourth digit defines the industry groups (e.g. 5133 - Telecommunications). The fifth digit defines the NAICS industry (e.g. 51332 - Wireless Telecommunications Carrier except Satellite). The sixth digit defines the U.S. industry (e.g. 513321 - Paging).

Example Search Criteria: 513321

Not all agencies will be searchable with this parameter. If NAICS equals "Not Defined" then not enough information was provied by the agency to determine this parameter.


Description - A narrative explanation of the specific contract opportunity that provides additional information portraying the prospects requirements and associated details of the pending procurement.

Example Search Criteria: Security Guard Services


Point of Contact - The government representative selected by the processing agency to be that person to whom you would inquire concerning the specific contract opportunity. The point of contact is usually either a contracting or buying official or an individual associated with the program itself (e.g. a contacting officer's technical representative).

Example Search Criteria: Stephen Johns


Estimated Fiscal Year RFP Date - The period in time during the prospects fiscal year when the solicitation or request for proposal is expected to be announced or released to the bidding community. In many cases, this date is expressed merely as the quarter within the fiscal year when the prospect expects to solicit for the required goods or services.

Government Fiscal Quarters:

1st Quarter = October, November, December
2nd Quarter = January, February, March
3rd Quarter = April, May, June
4th Quarter = July, August, September


Estimated Fiscal QTR/Year Award Date - The period in time during the prospects fiscal year when a contract award is expected to be made regarding the specific contract opportunity. In many cases, this date is expressed merely as the quarter within the fiscal year when the prospects expect to make an award for the solicited goods or services.

Government Fiscal Quarters:

2nd Quarter = January, February, March
3rd Quarter = April, May, June
4th Quarter = July, August, September


Contract Type - The basic nature of the proposed contract to result from a solicitation with regard to its cost structure. The two primary categories include Fixed Price and Cost Reimbursable contract types. Numerous variations can exist under each of these two broad categories, such as firm fixed price, firm fixed price with incentives, cost plus fixed fee, cost plus fixed fee with minimum level of effort, etc.
