COMPANY BACKGROUNDER
EZCertify .com: The Business Development Software Company
EZCertify.com was formed in 1999 to provide business development software for women,
minority and other small business owners who want to win federal and state government
business. The company was developed in response to landmark regulatory changes made in
late 1998 that will have a profound effect on small business over the next decade. These
new regulations have opened up a large and growing market for EZCertify.coms family
of software products.
In 1998, major changes were made to Small Business Administration (SBA) regulations in
response to the current concerns affecting affirmative action, set-aside contracts, and
other minority preference programs. Under the new regulations, all small disadvantaged
businesses (SDB) that previously self-certified their disadvantaged status, will have to
complete a complex and daunting certification process in order to gain competitive
procurement advantages. Additionally, all SDB set-aside contracting has been temporarily
suspended. Concurrent with the new SDB certification process, the SBA also relaxed
standards by which certification applicants must provide evidence of their social and
economic disadvantage; the two major requirements for certification. This commonly
overlooked part of the SBA regulatory change will mean that more than 10 million business
owners who traditionally have been ineligible for consideration for procurement
preferences under the SBA umbrella (non-minority women, handicapped individuals, and
others) will now join the three million plus minorities who are already presumed to be
qualified by the SBA for these programs.
In response to this increasingly large market opportunity, EZCertify.com is the first and
the only company in the country to introduce certification assistance software via its
EZCertify SDB CD-ROM product. EZCertify SDB is the first in a family of "Turbo
Tax"*-like business development software products designed to help small business
owners and entrepreneurs receive certification in federal and state government programs
which provide them with a competitive edge over other non-SDB certified bidders.
EZCertify.coms present offerings include a series of CD-ROMs designed to guide
applicants through the completion of the countless government forms, an interactive and
informative Website (www.ezcertify.com) which enables online product purchases, and an
Internet-based certification advisory service. In addition to providing an easy and quick
way to purchase its products, the EZCertify.com Website provides a free online
"Pre-Qualifying Interview" which enables prospects to pre-determine their
likelihood to qualify for any of the SBA procurement assistance programs.
EZCertify.com launched its first product, the EZCertify SDB CD-ROM in July 1999.
Additional compatible products are expected to be released throughout the remainder of
1999 and 2000. Plans are currently underway for EZCertify.com to offer a professional
series of products to attorneys, accountants, and other certification consultants and
advisors. The company will also offer standard products to personal computer
manufacturers, who will gain a value-added service to offer their small business
customers. EZCertify.com is headquartered in Edgewater, Maryland.
