Local SDB Finds Success with the SBA

Wanda Alexander, President and CEO of Horizon Consulting Incorporated, is a big supporter of the SBA's SDB program. And she has good reason to be. The FHA just awarded Horizon a $10.7 million contract over 3 years to perform quality assurance on real estate appraisals in 21 states. Horizon, based in Falls Church, Virginia is a six year old company who just doubled their annual revenues with this contract win.

A significant piece of this business, 26% of the total contract, came from the SDB component of the total contract. Had Horizon not been certified in February of this year, they would have missed their chance to participate in this business. So, how did they pull it off?

Last summer, Horizon began the tedious process of gathering forms necessary for SDB certification. At the same time, they were bidding on the FHA contract. Once they were told by the FHA that they had made the "best and finals" and had 15 days to prove they were SDB certified, they new they had to step up their efforts to get certified or risk being disqualified in selected SDB areas.

While Horizon did consider using third parties to help them assist them with certification, these parties were very expensive and still required Horizon to do much of the work. "Then said Ms. Alexander, "We found EZCertify.com on the web. We took their test, learned that we qualified for SDB certification, and bought the inexpensive software." They ran into one issue with the software, on how to edit the numbers, and had a general question on certification.

For the answers, they called EZCertify.com's President and CEO, Dick Otero. He answered her questions promptly, not only about EZCertify.com but pointed her in the right direction within SBA. Horizon received their certification within the 15 day window and was awarded the FHA contract three months later.

As Ms. Alexander states, "It took us one week or less from the time we received the EZCertify.com software to the time we delivered the completed certification package to the SBA. It took us less than seven days from the time the SBA received the package to the time we were notified that we were certified. Had we not used EZCertify, we would not have been approved by the SBA in 15 days, and we would have missed out on the largest contract in our business' history."
